Well, MCL answers the first question with information from the Khaleej Times:

Speculation about a terror link to the UPS cargo plane crash in Dubai in September was grounded on Sunday with both the UAE General Civil Aviation Authority’s (GCAA) and UPS ruling out such a possibility.

Analysis of the black box indicated an explosion did not happen before the plane went down, the Authority said in a statement. There was also no forensic evidence which pointed to an explosive device going off. The crash at the Nad Al Sheba military camp on September 3 killed both the pilots.
